Note: I personally don't like to use frames, but I have done this to let you seen how it can be done. Frames are often slow to load, frequently tax computer memory, usually make the screen look cluttered and are quite often more confusing than helpful. If you think this doesn't look bad, then you are probably viewing the page with a window width of over 450 pixels. Remember that many people view pages at "word processor" width (about 450 pixels).
